General information
InTER – the Institute for Territorial Economic Development – was established in 2006 as an independent non-governmental think tank with the mission of promoting and advancing sustainable socio-economic territorial development in the Western Balkans.
InTER is registered with the Business Registry Agency of the Republic of Serbia and the Ministry of Public Services of the Government of Kosovo. This twofold registration gives InTER the requisite legal status to provide its services in all Western Balkan countries.
Field of expertise
InTER’s basic field of expertise is support and assistance in the assessment and design of territorial development policy, as well as support in capacity building for the public sector (principally public administration organisations and local government), private enterprises and civil society organisations.
The support offered by InTER primarily involves conducting research, assessments, evaluations and analyses, support to development of organisational and management capacity, assisting in identifying funding opportunities, as well as support in preparing project proposals and implementing projects. InTER also places great importance on environmental protection and sustainable development projects.
InTER's key strengths include our multi-disciplinary approach and our ability to meet and adapt to the changing needs of our clients. We have considerable expertise in setting up teams of specialists to meet specific needs of the clients. InTER has built an excellent reputation for delivering outstanding quality together with on-time and to-budget performance.
Having provided technical assistance on a range of developmental projects, including structural and social cohesion programmes for international and bilateral organisations in the Western Balkans, we have also acquired significant experience in the implementation of the latest international practices, procedures and regulations in these areas.
The main areas of InTER's activities are:
Regional and municipal sustainable socio-economic development: providing research, assessment, analysis and support to a variety of organisations, including regional development agencies, business support organisations and entrepreneurial associations; supporting the process of strategic planning at regional and municipal levels; area-based development; the design, development, implementation, monitoring and evaluation of projects; and urban development projects.
Decentralisation and governance: organisational and institutional reform at local and regional levels; strengthening the capabilities of organisations within the public sector; human resource development through training and coaching; and developing financial management and operational systems.
Cluster and SME development: capacity building of cluster initiatives; network- and cluster-mapping analysis; value- and supply-chain analysis; support to SME development; and strengthening of public-private partnerships at local and regional level.
Private sector development: assessment of businesses' administrative and operational capacity; assistance in developing business plans and strategic and operational planning; provision of market analysis; and human resource development through training and coaching.
Project cycle management: capacity advancement in the fields of: project cycle management; evidence-based programming; proposal-writing; successful fundraising; management of project implementation monitoring and evaluation; and developing granting schemes and procedures.
Evaluations: ex-ante, mid-term and final evaluations of programme/project interventions; outcome and impact assessments; EU project proposal assessments; and human resource development in the field of evaluation.
