2013 TRAIN Alumni

InTER has been selected to participate in the 2013 TRAIN Alumni Programme, implemented by the German Council on Foreign Relations (DGAP). The purpose of the Programme is to provide opportunity for former TRAIN participants to produce a joint cross-country policy paper, conceived by two researchers from think tanks within in the Western Balkans (i.e. Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, and Serbia). The Programme thus aims at enhancing exchange among TRAIN alumni and increasing their visibility vis à vis EU actors, while at the same time strengthening the regional perspective on crucial issues in the Stabilisation and Association Process with the European Union.
The alumni component is integrated into the regular TRAIN format, while at the same time offering a tailored approach to both new participants and alumni researchers in the development of their respective policy papers and advocacy strategies. The programme is divided into a research and writing period succeeded by a dissemination phase and comprises the following four key stages:
1. An opening seminar in Zagreb (14-17 April), which will offer the occasion to set the research agenda, exchange good practices, and begin networking. At the opening seminar the research proposals will be presented and discussed in a peer review sessions.
2. A mid-term seminar in Berlin (24-28 June), where the draft policy papers will be reviewed and discussed with relevant actors from the German policy scene.
3. Seminar in Brussels (October), where the alumni researchers will get the opportunity to present findings and discuss their policy papers with actors from different EU institutions (European Commission, European Parliament and Council of Ministers), and Brussels-based organizations.
4. The dissemination phase at the national level, in which the policy paper should be presented to key decision-makers from the Parliament, line ministries and other institutions that might feed findings into the policy process.
Within the scope of the 2013 TRAIN Alumni Programme, InTER will together with the Group for Legal and Political Studies (GLPS) on the policy research that will explore the early bird experience in implementation of the customs and Integrated Border Management agreements between Kosovo and Serbia, and assess their impact on trade exchange and freedom of movement. The topic is highly relevant to the EU integration of Serbia since further progressing in EU membership is directly connected with implementation of those agreements. InTER’s junior researcher Jelena Šapić will participate 2013 TRAIN Alumni Programme and be in charge of carrying out the policy research in Serbia.
